Sainsbury’s Supermarkets Limited – Penzance
Connect Consultants is retained by Sainsbury’s Supermarkets Ltd as Highway Consultant working on new stores, store extensions, and convenience stores in the South West of England and Wales. Connect was appointed by Sainsbury’s in connection with their proposals to redevelop the former British International Helicopters (BIH) airport on land adjacent to A30 Eastern Green, Penzance.
The BIH airport provided regular travel connections between Penzance and the Isles of Scilly, and the proposals included the relocation of the heliport operation to Newquay and the redevelopment of the site for a Sainsbury’s foodstore, petrol filling station, new employment units, and a park and ride facility.
Sainsbury’s aspirations included primary access to the site via a new roundabout junction with the A30 Eastern Green. Cornwall Council control responsibility for this section of the road network, but the A30 Trunk Road connects with Eastern Green c.300m north of the site, and the then Highways Agency was closely involved. The access arrangements were successfully negotiated, including secondary site access from Jelbert Way on the northern site boundary. The proposals received planning permission, and the store opened.
Alongside the production of the Transport Assessment, Travel Plans, highway layout design and negotiations with the Local Planning Authority, Connect attended a series of public exhibitions liaising with local residents, stakeholders, and interested parties to discuss the highways and transportation effects of each scheme.
Connect Consultants is the retained highways and transport consultant for Aldi Supermarkets Limited, covering their Southeast and East Midlands regions. Connect has supported Aldi with the successful planning applications and post-approval works for over 100 new and expanded stores.
Dorchester Town Centre Scheme
Connect was appointed by Simons Developments Ltd to provide highways and transportation advice relating to the promotion of a large retail led mixed use town centre redevelopment project located on the Charles Street and Old Market car parks in Dorchester.
The proposals include a foodstore, c.13,500 sqm non-food open A1 Retail units, a hotel and residential apartments. The proposals also include offices, library and community uses into which West Dorset District Council have relocated, along with undercroft car parking.
Connect was required to contribute to, and support, the development proposals, which involved the development of the site accesses and layout arrangements, the preparation of a Transport Assessment, Travel Plan and the preparation of chapters to be included within the Environmental Statement. We were also required to negotiate with the Highway Authority and Highways Agency, as well as provide a technical presentation to key stakeholders on the operation of the proposed car park barrier system, including a demonstration of a bespoke traffic model.
The project represents a long term aspiration to provide modern office accommodation for the District Council, as well as bolster the retail offer of the town whilst maintaining the sensitive balance of town centre car parking provision.
All highways matters were resolved with both the then Highways Agency and the Local Highway Authority, the proposals were granted planning permission, and the offices, library and community uses have been constructed and are in use.
