We’re excited to announce that a new adult learning centre in Dursley with living-in accommodation has been approved by planning committee – despite a recommendation to refuse from the council’s planning officers.

This is a key step forward in expanding access to lifelong learning in the community.

From a transport and highways perspective, this is a carefully considered, car-free development. Our role focused on demonstrating that this sustainable approach could be delivered without impacting local parking provision or accessibility.

We were able to show that the surrounding area can accommodate the potential parking demand without adverse impacts — helping to reassure members of the committee that this car-free approach is both practical and sustainable.

Through detailed analysis and evidence provided by surveys, we showed that:

  • The site is well located for walking, cycling, and public transport, supporting low-carbon travel;
  • There is sufficient parking capacity in the surrounding area to support the centre’s users;
  • The development promotes active and inclusive access, with safe routes for all.

This resolution to grant permission reflects a broader shift toward low-impact, community-first planning, and we’re proud to have helped demonstrate that educational growth and sustainable transport can go hand-in-hand.
